If you're on the website, under the download button click All Languages, you'll see it in the list: https://portableapps.com/apps/internet/firefox_portable#localizations
If you're using the PA.c Platform, it downloads Firefox in whatever language you have the platform set to. So, if you have it set to Hebrew, it'll download Hebrew.
At the moment, SourceForge is having some issues, though, so you may be unable to download it.

Another question is there is a difference between your FireFox Portable browser and https://www.mozilla.org/en-US/firefox/all/#product-desktop-release ????
