Well I think it has to do with the fact that some of the posts in the locked topics are because of some users not staying on topic and because of that it (I think John Said) fills the tracker with nonsense

I'm implementing an automatic comment closer to prevent people from reviving dead topics since these revivals are usually not closely enough related to the original post to warrant it, thus cluttering up the forums and recent posts queue. It was supposed to lock all thread that hadn't been responded to in 3 months but it locked all threads that had been started more than 3 months ago. I haven't had time to go back and unlock stuff. Ryan, feel free to revive any topics that have replies in the last few months but got inadvertently locked.
Sometimes, the impossible can become possible, if you're awesome!
