I am just after something that trakcs registry changes, file changes etc and gives the option to roll back the system.

Ashampoos Uninstaller about 3 years ago. Back then, it was rather slow but deinstalled everything completely. Dunno about the latest version. And then came Linux...

This extracts OK with UniversalExtractor, I bet it can be made portable.
