It's not supposed to be scrollable, just show the changes in the new release and maybe the one before. I've been bad about removing earlier ones, hence seeing more that looks cut off.
I'm changing it up a bit in the next release so it's screen reader accessible, so it will be a bit different. You can always see the full list in our Changelog: https://portableapps.com/platform/changelog
