I just updated Firefox Stable and Firefox Developer Edition in the same pass of the PA.c Updater. Please provide more information about your setup including OS version (build, 32 vs 64bit, etc), full install path, anything else running that might interfere, etc.
I have done some testing and the issue appears when setting "Screen reader-friendly selections in updater and app directory" in Advanced tab is enabled.
Unfortunately, in screen reader mode, you must manually select the items in the update window similar to the app store, we can pre-select them automatically due to a limitation in that list component that shows the apps. So, you must use the standard windows multi select. Easiest is to just hold shift and press the down arrow until everything is selected.
I think there might be misunderstanding.
I am manually selecting all items, every item will update, but Firefox and its developer version won't update in one pass.
Something similar with java jdk, jre. But because they are not updated as frequently as Firefox, I am not sure which versions have this issue

Ah ok. I've confirmed it to be an issue when doing multiple apps where the app names are substrings of each other. I have a fix implemented for the next release.

It is not fixed. It will show in updater after selecting, but it will be skipped without error.
I didn't check my fix thoroughly and didn't test it before release because I honestly forgot about this bug. Sorry about that. I have one that's fully working now that will be in 19.3 which I'm working to package shortly.
This is fixed in 20 Beta 1. Stable will be releasing this coming week.
