Starting up to a few weeks ago, when I right click the program's green icon and choose to quit, it fakes quitting but doesn't actually quit.
That is, the green button goes away, making it impossible to continue using the program, but Task Manager nonetheless shows uTorrent.exe still runs.
Even more so, when you re-launch uTorrentPortable.exe nothing happens, no UI pops up. This is actually what triggered me to investigate Task Manager in the first place.
I understand it might be a bug (hopefully not scam) by the original program itself, but if so, can you please bypass it and force it to close?
If you handle it correctly, those kind of incidents are exactly why people should prefer to use PortableApps over the original versions that don't always care for portability and in this case may even resort to trickery.
Try using the original (installable) software within a sandbox!

The installable version seemed to take about 2 seconds before the EXE was removed from Task Manager, but it did run from a sandbox that may have slowed it down. Nonetheless it got closed, unlike the PortableApps version in which it remains forever in Task Manager...
Do yourself a favour and ditch µTorrent, it's a pure dog. Give Tixati Portable a try it's very impressive and much better than µTorrent.

Use Portable Apps on both Flash Drive and HDD/SSD.
https://portableapps.com/node/43781 seemed to have disqualify it. But since that thread was opened in 2015, you might want to revive it there.
Different machines maybe..
Sometimes, I May have issues with a specific app, that can't be reproduced (local issues: Platform/OS/Hardware related).

Don't know what changed, but it seems to be fixed.
