I have version 22.0.1 of the PortableApps platform.
Today the "PortableApps Updater" window is shown, but here there is no application listed, that should be updated.
Here at home I have a direct connection to the internet (no proxy).
I had have the same problem at work, but here I only have Google Chrome portable installed.
Here I can download the GoogleChrome portable package and select to add an app manually.
At work I thought this might be a proxy problem or firewall restriction, so I did not write a posting.
But at home I have many portable apps and I do not know what apps is truggering the update.
Google Chrome seems to be up to date (same version number in the platform than on the website.
Please supply more details including: "system details (OS version, 32 vs 64-bit, etc), install path, new vs upgrade, etc."

What do you mean by "`new vs upgrade"
The same thing is working here without issue. Would you please try a full system restart, update all your drivers (especially graphics), and run Disk Cleanup and clean your C drive at the system level to get rid of all remnants of stuff to see if that helps? Does the app store also appear blank if you try to install a new app? If not, please try installing a temporary fresh copy of the platform to, say, your desktop directory, and see if the app store shows up correctly there.

I did a system restart and the problem still exists.
I also cleaned my system (temp files) but the problem still exists.
The app catalog (when I want to install a new app) is empty.
I downloaded the installed and selected to "Upgrade an existing installation" and now I see two apps in the update window.
I really don't know, what was wrong here!
Did you try the temp install above I recommended?

Yes, I installed a second copy in C:\Temp\PortableApps
There the app-catalogue is shown after startup.
But as I wrote above: a repair install of my productive version also solved the problem.
Ah, good. I think I misread it. I'd wager something got corrupted. Not sure what though. I'd scan the drive for errors and back it up just to be safe.

I started the PortableApps platform, went to the settings and enabled the logs.
Then I checked for Updates.
The results do not show anything:
I thought that in the logs I see what updates are available and why the error occurred.
The log is for the platform only. The updater/app store doesn't currently have any logs.
