I’ve used Portable LibreOffice for years.
Now, Portable LibreOffice Writer is pretty much unusable. The last couple of versions of LibreOffice Writer are forcing me to look for another app.
Creating & setting templates has become a nightmare.
The English (GB) spellcheck doesn’t work at all.
Installing/Removing dictionaries doesn’t work properly, or, when it does, it solves nothing.
Worse, there’s a message which says “Missing hyphenation-data, please install the hyphenation-package for locale etc etc……..” Once it’s en-GB, then it’s it-IT, and so on.
I’ve scoured the internet, but there’s no real solution.
The only “solution” is installing an older version of Portable LibreOffice. The one before the previous one.
I’ve changed nothing, in my PC:: there’s something wrong with the last two versions of Portable LibreOffice Writer.

Looks like you have issues with LibreOffice itself, and NOT the portable version. The right place is to ask where LO is developed → https://ask.libreoffice.org/

If you don't like https://ask.libreoffice.org/ then you can try this more traditional type forum: https://forum.openoffice.org/en/forum/ (I prefer the traditional style forum myself).
In any case it sounds to me like you have a problem with your LibreOffice profile. Try the forums and you might get a fix.
I use LibreOffice Portable Still myself and have none of the issues you are reporting. That said, I'm on Windows 7 — the problems that people are having with OpenOffice and LibreOffice on Windows 10 systems are many and various. You say that you have changed nothing on your Win10 system however maybe Microsoft has done that for you with an automatic update that breaks stuff (seems to happen all the time with Win10).
Use Portable Apps on both Flash Drive and HDD/SSD.

Looks like an individual issue. Try a fresh installation.
Nothing technically different between the two versions!

That's what I think too. Most likely a corrupt profile. Make a completely new installation (do not allow the new installation to use the old Data folder) and things should be okay from there, though you will have to re-do the configuration to suit yourself.
