I tried some ffmpeg parameters (eg. loudnorm) and got an error: No souch filter: 'loudnorm'
It's really strange because the command line version understood it. I found the answer in TEncoderPortable/App/Tencoder64/FFMpeg folder. THe ffmpeg version is 2015!!!
It's I don't believe it. Why?

The question arises: Why is a more modern, supported application not added to the list?
You can suggest a similar more modern app that can be portablized. I was hoping to do Handbrake, but it can't be portable due to needing .NET 6 but being unable to be compiled as a bundled package according to the developers.

I'm not programer, but the Shutter Encoder? Ok Java, but the JRE is "just a folder". The app list contains "portable java" too.
You can also try updating FFMPEG within the app if you like the UI. Grab this zip and put the files in TEncoderPortable\App\TEncoder64\FFMpeg after removing the ones that are there. It should work. I tried a quick test file and it did here.
