A portable version is already available for download from their website, but this would make a great addition to the portable apps catalog which is in need of more security and privacy software. Their EULA hasn't been updated since 2016 and they might use it as their standard license for many programs by default. Would the first step be to have someone from the portable apps team contact them and request permission?
PAF works in precisely this manner. What they're specifying is that the EXACT software, as-is, can be freely shared electronically. In PAF would constitute a modified derivative. A repackaged version, to be more specific. Because it changes where the assets are, and wraps/packages everything in PAF.
Anyway, out of everything that otherwise could be an official PAF release, this one in particular would have proven the most useful to Windows users. Because the Windows Settings situation is in absolute shambles (e.g. having to manually reapply dozens of the damned things from default after every major update; ~3-6 months. OUCH!).
In my first attempt to net myself a PAF version, it failed, because this software's executable generates a configuration file within the directory the .exe resides in. Presumably, I would have to figure out how to redirect that file elsewhere. If not more than that; I believe it is doing this by silent command line (which is likely complicated to instruct the PAF Launcher to deal with; I'm a developer but I am not a programmer).
Next best solution to an official PAF release:
You won't get all of the benefits of an actual PAF release, but you will retain the functionality aspects (but not the launcher.ini specifications; luckily, this software would not benefit from any of those anyway), is why.
Download O&O's official ShutUp10++ release, nest in a folder, and partially implement PAF...

Update manually
Delete the old OOSU10.exe, download the new, and drag and drop to the ShutUp10++Portable folder. That's it.

Addendum: For whatever reason, the aforementioned configuration file isn't there anymore and I have successfully packaged. If you know how to use the PAF Launcher, you can do it yourself. For the full benefit of PAF, albeit not the automatic updates.
Hint, this one REQUIRES admin privileges (Launcher.ini; not the appinfo.ini).
