Just found
https://github.com/pdfarranger/pdfarranger/releases
which offers (IMHO) a better usability than PDFTK Builder Portable.
There is a ZIP-Version, but it would be great to welcome it to the PA-platform!

I'd been looking for a better PDF modifier to add to our app store.

Not to hijack the thread or anything but maybe PDFSam the free and opensource version might fit your needs. They also have a portable zipped download that I currently use with the portableapps platform.
