[Fixed] balenaEtcher 1.31.1 leaves Dictionaries folder in APPDATA

Odd, it wasn't doing that in my testing earlier. If you'd like to try the fix I'll release, please open up the balenaEtcherPortable.ini file within balenaEtcherPortable\App\AppInfo\Launcher and change it to:

This is fixed in today's release of balenaEtcher Portable 1.18.4. The previous version was 1.13.1 but misnumbered as 1.31.1.
