did everything as written on the site, in DisableSplashScreen changed the value to true after saving the config, there were no changes

First, which app are you talking about? Second, the best way is to simply change the variable in the PA.c Platform's settings. If you're using it standalone and manually editing files, did you also copy the file to the root of the app first? If you just alter it in Other\Source, it will have no effect. https://portableapps.com/support/portable_app#disable-splash
