Possible for https://github.com/Diolinux/PhotoGIMP Photogim to be added to the gimp layout, it seems the directroy has changed locations and no longer is simply copy paste to install?
Is an installer available or is there a list of which folders go where?

Follow along the standard instructions for the installation they give here: https://github.com/Diolinux/PhotoGIMP#windows
The only change is that instead of copying the files they mention to %APPDATA%\GIMP\2.10 for a local install, copy those files to GIMPPortable\Data\.gimp in your GIMP Portable install. Note that you must run GIMP Portable at least once before doing this.
Sometimes, the impossible can become possible, if you're awesome!
