Wrong directory name/path in [FileWriteN] in launcher ini.
Path to WINFILE.INI in %PAL:DataDir% should be %PAL:DataDir%\ WinFileConfig\WINFILE.ini and not %PAL:DataDir%\ WinFile\WINFILE.ini
