Notepad2 Portable and Notepad2-mod Portable are available. The original Notepad2 was discontinued in 2012. Its successor Notepad2-mod was discontinued in 2017.
The successor to Notepad2-mod continues to be developed, again under the name Notepad2.

How about replacing the contents of Notepad2 Portable with this? Not only has character code detection been improved, but modern support has been added. Syntax highlighting for new languages, word completion, high resolution support, multi-languages, dark themes etc.

The complicated thing is that there are multiple successors/forks/variants. notepad2-mod was the original one. There's also notepad2e, notepad3, and notepad2-zufuliu that seem in active development.
Sometimes, the impossible can become possible, if you're awesome!
I recommend Notepad2-zufuliu as Notepad2 Portable. I have translated 4 software into Japanese except Notepad2e. Notepad2 (zufuliu) and Notepad3 have had continuous releases for over 5 years.
Fork from Notepad2-mod
For clarity, all 3 are under development. Notepad2e's last commit was 2 weeks ago. The last non-stable build published was 12 days ago. And it seems like its main stable releases are as part of TortoiseGit.

I didn't know Notepad2e well. Thanks. However, there is no multilingualization. In the case of Notepad3, it will be Notepad3 Portable.
I prefer Notepad2-zufuliu and Notepad3 due to their multi-language, dark theme support. Notepad2-zufuliu's display on the software is Notepad2. So it is recommended as Notepad2 portable. Notepad2-zufuliu also improves the internal IME behavior of Notepad2 for Asian languages. It is highly universal.
