Repackaging Chrome is not permitted by the license. Redistributing a repackaged version is illegal.
As an alternative, you can download the Google Chrome Portable installer of your choice. Open it with 7-Zip Portable. Go to the App and then AppInfo folder. Open the file installer.ini. In the second line you'll see an entry DownloadURL= and then a URL. Download the file at that URL. When you place that file in the same directory as the Google Chrome Portable installer, it will use the file alongside it and install without needing to download it from Google.
Sometimes, the impossible can become possible, if you're awesome!
