I'm repeatedly getting "Download error: Reget Error" preventing me from installing Thunderbird into my PortableApps system on both computers I've tried it on. Other apps are updating just fine.
What is needed to solve this please?

This can happen if your location is interfering with connections to SourceForge. Almost all of our open source apps will be downloaded from there. Almost all of our freeware apps will be downloaded directly from us. There could be an issue with your local SourceForge download mirror or you could be behind a corporate/school firewall that is preventing connections.
Where are you located? Are you on a home, school, or work internet connection?
