However, my question is: Is it necessary for me to keep them on my PC/USB drive? Are the files in the "Other" folders used by the installed portable apps?

They are just handy/needed if you want to recompile the Launcher.

Since you are not going to distribute it, you can delete them... I also delete any license, readme, manifest, etc... txt file I find... I'm a space maniac so I don't want anything that is not necessary to occupy space in my portable...
