Hi,
VLC portable is not starting; the portable apps wrapper claims there is another instance of VLC already running, but that is not the case. The computer was rebooted.
This happened after installing the Milkdrop visualization plugin.
Removing the portable VLC folder and reinstalling it does not help.
Any idea how to fix this?

This issue is not related to the Portablelization process nor VLC itself. you should remove it & ask the plugin's related support.

I installed the plugin in the VLC portable folder, then pointed VLC configuration to it. So by removing the VLC portable folder, both the plugin and the VLC configuration should have been removed already. But the problem persists.
Looks like there is something written in the registry.

Windows 10 64bit; I run VLCPortable.exe
My question is: how does VLCPortable.exe determine whether VLC is already running? Is there a lock file somewhere?
VLC crashed a couple of times when using the plugin; but that was before the reboot. So it must be something persistent.
As a non-VLC user, this plgin's installation is confusing. Please provide what files are required and where to install them!

Extract presets_milkdrop to somewhere.
In VLC Preferences: select All; then: Audio->Visualizations->projectM and select extracted folder.
After this, if you choose Audio > Visualizations > projectM , it will play a random projectM visualization that follows the waveform.
I've tried following the tuto I gave you, but the installation fails (tired and confused nowadays).
You did not answer an important question, two times.
+ Did you pin it to the Start Menu? And running it from it?

Yes there is an Antivirus, and yes, VLCPortable.exe is default for .mp3.
vlc.exe can be started, but when I run VLCPortable.exe, it says VLC is already running, even after fresh reboot.
You also did not answer one important question: how does VLCPortable.exe try to determine whether VLC is running or not?
Check task manager for vlc.exe
Sometimes, the impossible can become possible, if you're awesome!
Interesting. I checked the GUI task manager before and now again; vlc.exe is not there.
But tasklist on the command line shows it. Upon further inspection in Sysinternals Process Explorer, it seems vlc.exe is in state Suspended. Looks like some security software has hijacked it.
