I cannot download and install any apps because I am behind two routers and I cannot find the way to uninstall this portableapps.com Platform. Please help me.

You can simply delete the Start.exe and PortableApps folders. As well as the Documents folder provided you don't have stuff in it and it's not your actual local Documents folder.
If Windows is properly configured for downloading, you should be able to download via the platform. It would be your Internet Options configuration.
