The online installer works by using Windows' built in networking components. If those are misconfigured, it may not work.
To get the file manually, you can use something like 7-Zip to open up the online installer. Open the App\AppInfo directory within. Then extract the installer.ini file out. Within that file, the second line is DownloadURL= followed by the download link to the file being downloaded. If you download that file and place it in the same directory as the GoogleChromePortable_a.b.c.d_online.paf.exe installer, it will use that file instead of trying to download it.
It is not permitted to repackage Google Chrome. Any portable package that includes Chrome's files is being distributed illegally.
