is it possible to use a webcam with this, or is there a plugin you can get

The original Gaim (called
The original Gaim (called 'Pidgin' now) does not support webcams (for MSN etc). That is why the portable version of it does not support it either. If you like to request new features for the application, visit Pidgin.im and get it changed according to your ideas.
