I am using KMeleon 76.5.5 on PortableApps 29.5.3 on Wine 9.0 for Debian 11.
Here is my debug output for wine. I am running this as Windows 10 64bit.

I open it up and i just get a black screen. The menu is unresponsive and won't highlight anything. I can open preferences by hitting fn-f2 but it is another black screen.

It's working on a fully updated copy of Ubuntu running under VirtualBox with extensions and using the OS-supplied (available in their app store) copy of Wine.
Please note that we don't provide support for specific Wine instances, we just indicate if a given app will work under Wine in a quick test. Generally, testing is done under Ubuntu as the most popular distro. Troubleshooting Wine on a given distro or a given app within Wine is outside of our wheelhouse.
