TB 102.10.1 not using Windows system colors

I am working on custom CSS for TB 102.10.1 on Win 10 and have discovered that the Portable install is not using the system color scheme for the menu bar at the top. A "regular" installation defaults to use the system color for the menu without any custom CSS. In a "regular" install AccentColor will change the color of an element to the accent color chosen in Windows settings. In the Portable install, it does not have any effect on the elements that I have experimented with. Is there a way to get the Portable version to recognize system colors that are default and recognize what AccentColor is in CSS? Thank you for looking at this.
