ToDoList portable or malware?

is ToDoList from developer now portable or malware?
it seems to me a portable app or what is a exe.zip file?
just found it by todolist_exe.zip
that's the download name.
is it a portable app or only a second shrink?
or just a strange file/ownload name?
maybe he provides now a portable app itself?
or a hybrid installer?
it doesn't make a good impression as there is no explenation at all.
just get it and github link.
