Is it expected behaviour that PAP doesn't look for revision updates? I currently have GIMP v2.10.38 and it was updated to v2.10.38 revision 1 in March but PAP doesn't list it in the app updates?

Sorry, I don't know what you mean by "All Clear!".
I see GIMP 2.10.38.1 is listed on the outdated updates thread. It says all apps in the list are being "worked on" but, as I said, that GIMP version was updated back in March so the work is taking a while.
