i'm on my personal performance limit, so don't kick my ass if i oversaw something.
to get more productive i got idea of showing app shortcuts in a shortcut table like tabs overview.
say you got 60 apps, you get it shown by keybord shortcut or using a app, 6 lines a 10 app shortcuts.
i heared about apps like Rocketdock or Autohotkey.
as i don't want to die the japanese overworking dead so be nice.
no one can be nonstop working like a machine can do.
let us find a fitting app, best opensource.

quick rethink, example:
displaying in the midle of dektop, using all hight to staple the app shortcuts icons.
best would be user defined display options, user customised.
I am not sure if I could understand what exactly you are asking for, but the portable apps platform it self does this. It lists all portable apps and can be widely configured to present the icons in different arrangement.
What you would possibly need is 'allways on the top' function?

i mean i want to have a shortcut window to apps and documents, like phone dial or multi tab overview.
with settings like position, size, sorting, icon size, see through. example features.
i don't use the platform, only apps by desktop shortcuts. just a list of apps or sorted is not big advantage, i can do without platform.
i got that idea as read of a hardware solution like Logitech MX Creative Console.
can you now imagine it?
i mean like iphone app icons in a overview.

If you are not interested in using the PortableApps Platform’s own menu system to manage your apps, or the existing menu system’s design does’t suit how you work, then I suggest you start looking elsewhere for a option that better matches your ‘needs’.
Try a more generalist site such as https://alternativeto.net/software/maxlauncher/ for examples and user reviews of many app launchers (both portable and non-portable), as well as a very wide range of other software; or https://www.portablefreeware.com/ which has a broader aim of promoting and discussing the use of the full range portable Windows software, not just the PortableApps approach which is this site’s direct focus.
didn't got on that idea. that would be one more app, but if very small could maybe make sense, if the existing platform not customizable that way.
then i would propose a setting in the platform/suite to show only the app icons.
propably this could be done easy as the format is allready standing oblong/rectangle.
propably need only set hide names and add setting for window size.
but that has time, as the apps are pretty much behind, as the list shows.

maybe john read it, however. you can tweak taskbar by 7+ taskbar tweaker!
i made some manual changes before and let it first so.
