I can send e-mail from home but not at work. what is the work around?

You might have specified some more info, like the error message. It's a bit of a guess now... Two possibilities are immediately apparent:
1. Your work environment uses a proxy. You will have to configure that when at work and remove it when at home.
2. Your configured smtp server does not accept send requests from your work's IP address (no open relay/anti-spam config). You will have to specify a different smtp server, probably the one of your employer.

it seems to time out and gives me error to check smtp and contact admin.
all the settings are correct aleast they are the same as what i have on tb thats on the computer (and it works fine with no sending errors)

I take that back I just tried my work computer again and it will not allow me to send mail. The mail server is mine located at my house it use to work at work.I dont know what has changed.
If I understand you correctly you run an smtp server at a system at your home, that is accessible from the internet. You have configured both your work computer and your portable app to use this smtp server for sending mail. This used to work but no longer does, from your work. You can still send from your home.
If this is the case, three options spring to mind:
1. you have modified someting in your ADSL modem/router so it now blocks incoming traffic (like factory reset, firewall or NAT rule modification).
2. Your smtp server somehow got a different IP address (DHCP?) so it does not match the NAT rule anymore.
3. Your ISP blocks your port 25 because you are an open relay (allowing anyone to send through your smtp server).

I think you hit it. but I'm not sure what idid at home I'll have to look into it.

Nearly every major ISP blocks port 25 to prevent spam. Setup an alternate SMTP port for your mail server.
Nearly all webhosts and mail providers provide an alternate SMTP port for this situation as well.
