Firefox is Multilingual now. Language can be switched or added in Settings -> Language -> Set Alternatives... -> Select a language to add... -> Search for more languages... -> Select a language to add....
So no need to create so many different language versions anymore.

Firefox is Multilingual
This is sort of true. Firefox uses individual language installers. Between them, the omni.ja and some other files are different totalling 80MB+ in size per language. The selector within Firefox will download the appropriate language extension XPI files and install them within your profile on the fly and then set specific parameters in the prefs.js file. These are about 1MB per language.
It would be possible to create a custom installer that bundles all of this together, checks existing profile to insert the necessary XPI files and then makes the changes to the prefs.js to a certain extent. But it could mess with outliers like folks who have set custom sub languages. It would also increase the download size of the installer by about 83MB. I'm going to play with it a bit.

You can just create the English version and let users change the language by themself if they want to.
That's kinda complicated for a non-English speaker. They have to get to Settings and then Languages and click on Add New Languages all in a language they don't understand, which is a tall order.
