Thunderbird PE has nothing to do with it, it's setup via whatever internet provideryou may have. Usually you dialup first, and then you would open up Thunderbird. Or if you open Thunderbird PE first, it realizes that you are not 'online' and pops up the "dialup" window. At least that's how it works on my computers.
