When you ran sfc and chkdsk, did you find any issues? inetc.dll is the component that allows the Updater/App Store to communicate with the Windows internet components to be able to download the app database and apps. Something happened on your PC that likely corrupted the install or broke some of those Windows internet components.

Yes, chkdsk found and made corrections. After this, I have searched from inetc.dll and found it only in the c:\TMP folder with the strange suffix _uninstalled (_unavaiable? or something like this) with 25KB. Besides that location, there was no other location with that DLL. I renamed the 25KB Dll and copied that into the PortableApps folder, but this didn't solve the issue.

Remove it from the PortableApps folder. Clear out the files in the %TEMP% directory. Then reinstall the platform over itself to ensure no files are corrupted after CHKDSK fixed the disk corruption. See here for instructions: https://portableapps.com/support/platform#manualupdate

The inetc.dll file is extracted to TEMP and used during runtime. It's deleted when done. Something on your PC is now preventing it from working correctly.

i have similar or same issue with an app but error message was only few words
broken some win parts or rather not, as another portable install works
its rather under others a linking issue for setting it as standard win app or combo issue
i will take a look later but its at least partially good news, reading here
