I can't find any offline installer for a specific old chrome version and the online installer has failed as I expected with an error 404 not found. I can not use latest version as it is not compatible with my OS. Can you please replace the online installers with offline installers, for all old versions of chrome?
It's a copyright violation to package Chrome into an offline portable installer. You'll find them on less reputable sites but they'll often have malware.
If you download the standard installer for the specific portable one you want, you can place it in the same folder as the portable installer and it will use that. To figure out what you need, use 7-Zip Portable to open up the GoogleChromePortable_x.x.x.x_online.paf.exe installer. Within it open up App then AppInfo and then extract the installer.ini. It'll show you the file you need as DownloadFilename= and the SHA256 hash that it should have.
Better yet, use a supported browser like Firefox. Using an outdated version of Chrome means any website can run any code they want on your PC and steal all your data.

I have looked at the ini and the link returns a 404.
I have found a version on a third party site and even though the digital sig is valid, the file md5 hash does not match the one in the ini file. No virus found in the file according to virustotal.
Should I proceed and edit the ini file with a new url and md5 ?
The URL won't work as it's the same one Google took offline that fails as you try to online install it.
The INI can't be updated. It's just to show you what you're looking for. If it's an MD5 and not an SHA256 listed in the file, then it's very old. You'll need to find the one that matches.
What version are you looking for?

some 2021 version
please explain how to create a working installer
You need to find the file I specified above that matches what is in the installer.ini file. I can help you determine the exact one if you'll kindly tell me the exact version of Chrome you're trying to fine.
