PDFShaperPortable (new)

Following up on my own request (https://portableapps.com/node/79677) I put together an initial version of PDFShaperPortable.

Feedback will be welcome.
If one of the regular Portable App developpers would like to take this under their wings for future maintenance, than that would be much appreciated.
