We can't make it portable because it's not open source.
I believe SmithTech made a portable version a while back, with the authors permission.
I think IrfanView may have been updated since SmithTech made his. I think the official release is at 4.00 and SmithTech is at 3.something.
If you click the search feature at the top of the page you could find a link. Perhaps he will update his release to 4.00
