I use a Dell Inspiron 11-3168 Signature Edition from 2017. It has 2gbs of RAM and a 32GB Sandisk EMMc Storage Chip and runs Windows 10 version 1703, build 15063.994, with an additional 32GB Sandisk Micro SD card. Some app installers don't work and gives errors, it varies between apps. But I most commonly found it to do with a .dll file. One of the examples of apps that don't work I can think of OpenOffice and LibreOffice. I know OpenOffice works on my device because I used the normal installer.

What's the specific errors you're seeing and what DLL is being referenced?
I'd wager it's to do with your severely outdated Windows build. The current Windows 10 build is 22H2 19045.6809. Your Windows 10 build is from April 5, 2017 and has numerous unpatched bugs and security vulnerabilities. Like most software publishers, I don't test on or support such outdated builds.
