Rufus 4.13

32 bit version not included in the package.
You can download rufus-4.13_x86.exe (https://github.com/pbatard/rufus/releases/download/v4.13/rufus-4.13_x86.exe) and rename it to rufus-x86p.exe.
Add a "p" to the end of the base name will make the program portable.
