Is NAPS2 supposed to be installable directly from PortableApps? I see it on the website, but not in the "Get More Apps" option in the menu.

It's there, I just installed it. Both the current Win 10/11 64-bit version and a legacy version for older legacy Windows and 32-bit Win 10 are available. What OS are you running? Are you sure you don't have it installed and hidden? (click Apps and then Show Hidden Apps to check)
