I see that CamStudio 3.X is listed under the section of apps that have either changed their license to commercial, time limited shareware or MS store exclusive and will not be updated. But when I visit their website it states the software is released under the GNU license. Their FAQs also state the application is free to use, no paywalls, or subscription fees. And lastly to acquire the app it states all you need to do is download the .exe and launch it. So, I'm kind of lost as to how this particular app would fall into that category of not being updated, appreciate any shared info or something I may have missed.
I did download the .exe to try it out, and at first I thought it was a file linked to the Microsoft store like an online installer because nothing launched, but what happens upon double clicking the .exe is the app is loaded into the system tray by default. I wish the GUI was presented after launching the app.

They've been planning to release the source code for a long time but have not done so. It's licensed under the GPL due to what it's built off of, but there is no source code. So it's not actually open source. And distribution of it is a violation of the copyright of everyone that contributed to the 2.x versions.

The copyright holders can sue them. As well as anyone else distributing it.
