I upgraded to darktable 5.4.1 from 5.4.0. In the 5.4.0 version the scripts manager would load when the application was opened. However, this doesn't happen with the 5.4.1 version.
I am including the links to the to the images which will explain the situation better.

Wonder why this happened with the upgrade.
There was no change to the launcher or packaging method on our side. I did a fresh local install of darktable on Windows 11 and there's not script manager there either. There is a Lua Scripts Installer in the lower left for both local and portable for me of 5.4.1.

I had a long interaction with the developer of the LUA scripts. Apparently, in the 5.4.1 portable build, the file \darktablePortable\App\darktable\share\darktable\lua\darktable\debug.lua is missing. This file was there in the earlier builds. Once this file is included things are back to normal. Could you please check if this file is missing in the build?
A new version, 5.6.0 has been released. May be you can creater the new build to include this file.

This issue is fixed in darktable Portable 5.6.0. It's also fixed in the legacy 5.4.1 release for Windows 8.1.
