First I would like to say that I am very pleased with all the portable apps I have been using and I think this is a great idea and great community.
I am not sure about all the details on this program but I do know QTParted is licensed under GPL v2. This might be a good app to make portable so now you can have a partition resizing program to help with dual booting.This may be a good app to look into.

I don't know if this will help, but there is a creditcard-sized version (under-50meg CD) that is available from:
http://gparted.sourceforge.net/livecd.php
that includes QTPartEd.
If you really need to repartition your drive, I'd do it from a boot CD or boot thumbdrive...not a thumbdrive with PortableApps on it.
The CD linked to above would be your best choice IMHO.
