do you guys know why open office doesn't come with its spelling dictionary's in it and don't have to downlode them.

It is likely because there are so many languages in use around the world has something to do with it. Also, since most people can read only a couple, it doesn't make much sense to put them all in.
I recall that Open Office does not include dictionaries by default as the one used in development was licensed and therefore not distributable.
It may be that this is still a concern, but I'm unsure if this is still so.
