I need a utility that can get the proxy settings from IE, right clicking is dissabled and so is the tools menu on out public library computers. FF needs the settings to load pages.

Possible Workaround
I work a lot on corporate locked down desktops.
Try going to:
Start | Programs | Accessories | System Tools | System Information
In there look in:
Internet Explorer | Connectivity | ProxyServer
I tend to use this and then store the details in the SwitchProxy addin for Firefox.
