But this project seems to be quite dead - it has not been updated since 2005...
I do not know what kind of functionality it contains (something like this here http://www.jumaros.de/rsoft/index.html ? which is portable btw.), but I am confident that there are alternatives out there which are actively developed...

The project is at the moment inactive on indefinite time, but the last release is Decembre 2006 and the product works very well and is the only completely Open Source that permit to use a grafical interface to manage key.
The others windows front-ends listed at

are only plug-in for other e-mail or chat program.
WinPT is the open source version of Pretty Good Privacy in the look and in all function.
