There is a USB version of Opera listed on portablefreeware.com I personally
have not used it but you can check it out. You should be able to put this in the PA application sub directory and the exe will show up in the menu.

Opera is a commercial application that just happens to be free. The source code can not be modified so it can not be made into a portable app.
