(There is a Windows port of Perl, but I am not aware if it can be run in a portable manner.. eg. in an arbitary part of the file tree.)

Uniform Server (uniformserver.com) has Perl as part of the package... it's like a portable WAMPP.

There is a sourceforge project called tinyperl which is a minimal perl distro and it seems portable (no install needed). The last version is a beta however, and I doubt that the project is still alive. I would love a minimal portable version of perl on my usb-stick.
Does anybody know how difficult it would be to make perl run in a portable manner ?
