VLC: Playlist

My name is Gonzalo, I am from Madrid, Spain. Sorry I can not write perfect English but I will try as better as posible.

I am using VLC Portable and I want that VLC starts showing the playlist(even if I closed it before closing VLC) but I cannot achieve it.
I also want VLC to starts with a loaded playlist. For example: gg.m3u

I would like you to help me.
