Proxying programs?

Does anyone know how i go about proxifying programs which dont have any proxy settings built in?
Specifically an installshield installer?
Would this use IE's proxy settings?

Also, i cant find any working proxies based in the USA, would i be able to ask if anyone knows of one?

Never mind

It was to get around the ad supported far cry country detection on install by IP address. However they have now disabled it and stopped allowing installs.
What a waste of 2.8gb of bandwidth.

use torpark...

it makes a "Tor Circut" that will circomvent any server progs that block addresses and ip's.
