When I clicked on mplayer portable app which I just downloaded why does it bring up a install screen instead of just starting right away which I would expect of a portable app?

If you use the setup that that PortableApps Menu uses, it's easier to help first time users get the program in the right place, it's basicially just an un-compressor. And some apps cannot be legally distributed as even zip files.

Wow, I just noticed I still had a signature, that's enough of that.
You can use the PAM. If you use the install feature under the options in the PAM you can add the program to your PAM.
You can also launch the "install", which as Patrick points out is actually an extractor, and the installer will place the folder and files in the directory of your choosing.
