It's a windows port of Xeyes that's found in Unix. For those that's never heard of it before (like me before I found it), it's a set of eyes that will follow the mouse pointer around the screen. I figured that if nothing else, it should give a few moments of pointless fun.
It looks like it's written in C++, and according to the website it's released under the GPL.
Being that it does nothing else but follow your mouse, there's no reason to make this portable. I mean, it saves no settings, it writes to files on the computer, it does not have any registry settings, etc. You can just download it and save it on your USB drive and there you go.
